What would cause a 750 Shadow to get 25mpg?

That's a 50% decrease in what it should average.

He says filters are new.  No change in sprockets.

Haven't seen the bike so I can't say what it sounds like or if any and what color smoke could be coming out of pipes.

my 700 done the same thing years ago.
follow the choke cables into the carbs. remove choke cable from the carb and out will come a spring and enrichner ball.
nothing will fly off so don't worry about that.
what happens is those enrichners get corred and stick keeping fuel going threw them constantly.
take them apart, clean everything even inside the hole then put everything back togather. easy prossess even a cave man could do it.
fuel mileage should go back to normal. when you get them working right.

A good dose of Seafoam or two then go from there if problem isn't resolved.
