#14 on fuel tank part's list...where does it go?
Maybe on the tit on rear bottom side of the trim?

I have had the tank filler cap assembly off,  but I do not remember the rubber cap #14.
From the diagram, I suspect you are right.

It appears to be a rubber bumper that goes under the trim (on a post on the bottom of the trim) to keep the edge of the trim off of the tank.  The tank I checked this evening didn't have that on it...but the tank has a bib on it.
