I plan to buy a throttlemeister bar ends for my 1999 tourer.
Have some of you some testimonials about Throttlemeisters bar ends.
I do not want to use it as cruise control (I already bought the Brakeaway cruise control a few years ago) but as nice bar ends.

I have the long ones on my 99 Standard. They are nice bar ends, I don't use them as cc much at all. Mainly I use them for a brief break when my hand cramps. Will do a good job as cc when riding level terrain, in the hills they do not compensate as they only lock the throttle.

I take it you merely want them for looks.  I have a privately made bar end throttle lock that I use for a throttle lock, but if I didnt want/need a throttle lock Id prefer Kurry grips for looks or even stock.  I think throttle end plugs look clumsy but thats just me

They're an awkward throttle lock. And perform no additional benefit as bar end weights.
The Valk's too smooth for them to "calm-a-buzz"

Removed mine almost six years ago and installed a true cruise control.
