I wrote a couple of weeks ago about my 99 Standard wanting to surge forward a bit when going into 1st.  A certified Honda mechanic advised a new slave.  Ok, new slave installed.  Now the lever wont go but half way to the handle and still surges a little bit.  Shifts normally when riding and always has.   Ok, here's where the drama really begins.  That mechanic (MotorcycleMD) says it's very unlikely the problem is in the clutch housing.  But, I just spoke with another expert who rebuilds and supercharges Valks who immediately said a new clutch is required.  

Looking for one more "expert" to break the tie.

There's a thing where you get to where the clutch lever
won't pull all the way in that ends up being some rivets
coming out inside your clutch... requires taking the clutch
out to fix... that might be what you have... lots of people here
on the tech board have done the job, and you can probably just
search on here for "rivet" and find people talking about it...

have you done an oil change recently? what oil?

Yes, the lever stops half way to the handle grip.  Changed oil 9 months ago 3k miles.

Damper plate is spitting out its rivets. replace it with only the clutch plates on either side which most likely are damaged, mine where.

Hey 98valk:  I buddy offered a clutch pack and bucket from a 97 he bought on E-bay.  Wondering if I can install and what tools are needed.  I'm no mechanic, but have pretty good common sense and think I can pull it off with a manual and patience.
