I want to get a shorter windshield for my Supervalk. Anyone know how short it can be before excess buffeting begins? Or, how tall is your windshield?

Interstate or supervalk makes no difference here.  How low you can go depends on your height behind the shield (on the seat you are keeping), the type of helmet you wear (full or open face), and how much wind (and rain and cold) you like.  Do not make a windshield choice before making a seat choice.

I'm only 5'9", but short legs and long body.  The OE interstate shield is 15.5 inches with the half inch used to mount below the chrome trim.  On my interstate with low boy (one inch lower than OE seat), I went one inch below stock (14.5).  On my supervalk with big boy (one inch higher than OE seat), I went with OE height (15.5).  I can sit up and look well over both shields, but I can slump down behind both too when I need to.  Just comfortably riding, they are between my chin and nose in height.  (Yes I can switch seats if I want to, but rarely do.)

Now, if you are thinking about a summer (hot weather) shield, and one for colder weather (or long trips when it WILL rain), and willing to change them out (I'm not), that is a different story.

This is my Gustofson Euro-Curve shield, don't remember the height off the top of my head but, I am 6'2" and look over the top. The re-curve helps a lot with wind buffeting.
