Can anybody point me to pages concerning throttle cable install/maintenance in either the factory manual Dag has a link to, or in the Clymers I have? I can't find any discussion anywhere.

My bike seems to be inconsistent in terms of rpms - twist the throttle and hold it, and lots of times the rpms will go up and settle, but then continue to creep up some more. And then releasing the throttle it doesn't always snap right back to zero.

I'm hoping the throttle cable may be dragging and can be lubed or replaced. Want to try that before looking for other causes.

Wondering if the gas tank or anything else has to be taken out of the way.

Oh, and is there a difference between the two cables? I see one has the adjuster and the other does not.

section 3.4 in manual describes lubing it.

In order for the throttle to work properly there needs to be a slight amount of play in the throttle. Without a little play in the throttle the throttle tube wants to bind slightly and the increased pressure on the cables makes them tend to want to restrict easy sliding within the cables themselves. This is the function of the single cable adjustment on the throttle tube housing mounted on the handlebars.

Like has been stated, proper cable operation is just a matter of proper installation[routing], lube, and adjustment.. They can be adjusted in two locations, the tank may need to be raised slightly to get a good look at the ends.. A little free-play is needed when the handle bars are at either lock/turn  position..

It doesn't take much adjusting to really cause some issues with the cables either. As has been previously posted, a little play is a very good thing, and recheck with the bars turned to the stops both directions.
