Hello folks,
I am planning on removing my 99 IS tank and set the Petcock to the off position, I let the bike isle for some time and it never died! So I drove the bike about 10 miles (20kms) and the bike still never died....what may be the issue?

It sounds like you might have one of the Valkyrie's few common problems: a worn out petcock. They're rebuildable:
SCREEN SET, FUEL STRAINER 16952-MZ0-003 about $15
COVER SET, PETCOCK 16953-MBZ-B51 about $30
Whole new petcocks are $125 or so...
The petcocks are vacuum operated. Your possibly worn-out petcock might let fuel flow with no vacuum (like when your bike is parked). That could lead to a not-so-common much worse Valkyrie problem: hydrolock.
If fuel manages to flow down and fill up one or more top-ends while your bike is sitting, the gear that the starter engages inside the motor might break when you hit the starter button, since liquids like gas aren't compressible.
Anywho... petcocks are easy to fix. And some people like "Pingel" or other brand non-vacuum after-market petcocks. They don't wear out like OEM vacuum petcocks, but you get less reserve and you have to always remember to turn them off or they'll flow gas while you're parked too...

If the petcock is ALMOST on off. But, the little ball catch didn't snap in, well its on reserve at that point. If you plan on staying with the OEM petcock you should get used to feeling and or hearing that ball snap in when turning the fuel off and on. If it was snapped in and still ran in the off position then you need to rebuild or replace. I replaced.

If you could feel the ball click into the off position and you could still ride for ten miles, the parts mentioned by hubcapsc will NOT fix the problem. You will have to replace the entire valve to fix the problem.

I'm used to the feel of the petcock, when changing the position.
Currently, my new to me bike, if I turn from on-off, I then ran about 7 miles down the hwy, no sputtering. I then turned it from on-res-off, and ran just over 2 miles before I was getting noticeable sputtering.
I know I need to look into this, and once doesn't make it all the time, so further investigation will be required.
I intend to add an electric fuel pump, rather than the fuel shut off solenoid. I also have a OEM Honda manual petcock I'll see if it fits our tank.

It's no doubt higher quality than the OEM. However, if it's vacuum operated it has a diaphragm. That's what I wanted rid of when I changed to the Pingel

I went for a drive last evening and I switched the petcock between, Off/On/RES then back to off and yes I hear/feel the clicking. This seemed to start starving the engine of gas in the OFF position, I really noticed it getting flow back when I switched it back to ON.
