16 ft lbs.?? can this be right. its just barely snug at that setting.

 That is correct. Just redid my fork seals and I also have the Honda bible . The bolts are the equal to a quarter inch. The also thread into aluminum. Use a torque wrench and follow the tightening sequence.

Also...do 'em in stages. There's a pair together...they effect each other. (loosen in stages too...once one breaks loose I often tighten it a bit just to make loosening the other easier).
