Obtained another valk and while looking things over noticed the timing cover has a plate screwed to it covering the normal timing cover it's about 8" wide by 4 tall??
Why would this have been done? Possible it was super charged in past?

I'd say yes...judging by the picture, it once had a huffer mounted. I'd also want to know who the PO was and how he had it set up; timing, pressure, the blower version, etc.

Huffer, slang for blower, goes back more than a few years. As for what's a henway....depends on the breed. A Leghorn or Rhode Island Red are going weigh(way) much more than a Banty hen.
