The throttle and my 1998 Valkyrie has gotten very hard to turn and when I release the throttle it is very slow to return unless I manually turn it back. It has gotten to the point it is not safe to ride.
I have lubed the throttle cables and it barely improved the stiff throttle.
I am looking for suggestions on what I should do/try next.

You may have to replace the cable. It is made of twisted wire, and what you describe could be the smaller strands breaking, and scraping the inside of the cable jacket.

Disconnect the throttle cable at the carbs and check the movement, The linkage may be binding or need to be lubed.

While we're at it, what about the throttle sleeve under the throttle grip? If that gets gummed up somehow, couldn't it cause these symptoms by dragging on the handlebar? (like a chunk broke off and is now dragging)
I know my sleeves have a good amount of wear and tear on them from changing grips. They are just plastic.
Admittedly, I have not heard of this happening (and throttle cables do fail from time to time). I have heard of guys who changed grips and glued the throttle grip to the control housing above it.

Do you have risers which force you to reroute the cables? If so they may be kinked.
