Front wheel spacer. Ques.

Valk front wheel spacer. Does the shoulder of the spacer collar go inside the grease seal or against the fork side on the I/S?. Appears to go against fork per book. But my Tourer spacer looks dif. from i/S. Does the spacer shoulder go inside the seal lip on the tourer?

The larger diameter is outside the bearing seal on all models.
