I obtained OEM Interstate Bags. They have 3 holes in each lid. I'm looking for the racks to mount to them.

You're going to have to get the measurements between your holes to be sure which racks you need.
The ones in your picture are OE Honda bag racks, no longer sold new, maybe used.
There are/were Honda, Cobra, MC Enterprises, and Show Chrome shorties (I think). I think they all have three legs except the MCE have four legs. But at least one of the three legs is two in back, instead of two up front like the Honda's.

If you can't find the correct saddle bag racks, you can go to any auto parts store and get plastic body plugs. They push into the hole and keep the water out, till you find the racks.

Or you could get nice chrome/stainless short bolts, stainless and rubber washers (rubber to lids, stainless on top), and top them with nice acorn nuts up top. That would dress up the holes and make them waterproof.
In all my years, I have only seen one guy ever actually use the bag racks for anything but a handle.

You are going to have the bags painted anyway. A good painter can repair the holes with ABS and paint so it'll look like they were never there. Then you can put whatever racks you want on the bags.

I installed my racks to stop her from scuffing them with her boots. I see no other function to them.
