How do you know when to replace?

Also how difficult is it to replace the springs on an IS???

I took my forks off and disassembled them recently.

I looked in the manual and noted the wear parts other than the seals (some bushings) and got those.

There's a special tool (or you have to have some workaround) for the left fork.

It is nice to have a seal driver, but I've made a fake one before with the right size of schedule 40
coupling.

Motion Pro has a driver tool for ~$45. I've seen them from other manufacturers for roughly the same.

Honda is proud of theirs ($100+) but I managed to get a used OEM tool from FleaBay for less than that of one of the aftermarket versions.

Make sure that if you use a hammer to seat your seals ( I made the pvc one) that you ise a plastic mallet or strike against a block of wood angled towards the seal tool if using a metal hammer. You do NOT want to ping the fork!
