I won't get into specific models, I haven't been following them but yes, Chromebooks run Chrome (The web browser) basically as their OS....
(Technically, there's Linux under the hood, but it's presented to the end user as basically the Chrome browser as the OS.)
For basic tasks they're quite effective. I've got one I take on motorcycle trips since it's so small and inexpensive it's easy to tuck into a saddle bag and I can get the basics done with it while on the road.
They're very reliant on "The Cloud", most stuff is done via someone else's computer, part of why they can get away with being so small and relatively under-powered but still get the job done.
...if he sees this thread Savago might have a thing or two to say about Chromium...
