An associated subject is keeping cold air from blowing up your pants legs.
You can dress warm enough everywhere else, but if cold air goes up your legs, it's well, cold.
Longer inseam pants (just for riding), taller boots (most bike specific boots are taller than my favorite swat boots which are only 8").
I often wear military boot blousers (which are just fancy rubber bands with hooks). You hook them up just above your boots, and roll your pants ends under them. No more cold air up the legs.

But the cuffs are a lot bigger and catch a lot more air. Which is great in the heat, but not the cold.
