I've only had my bike a few months, It's currently down for winter maintenance.  One of the things I'd like to do is wire in the underglow lights so that they work when the bike is on but not when it's off. I have a Valkyrie tour. I understand that the interstate has an accessory terminal. Is there a way I can do that on my tour?

There's an accessory power connector set on the Tourer too. It's accessible in the big clear plastic boot under the right side cover and the two wires are indicated on the schematic (in the service manual). Black w/ white stripe is +12 and green is ground.

I believe by underglow lights you are referring to leds.  They are low draw so is there any reason why you shouldn't wire them inline with the taillight or headlight?

There is, I believe, a low amp (5?) connection open under the seat that could be used to trigger a relay.

Right side cover. On some the accessory plug (A) is located adjacent the translucent boot (B).

It seems the accessory plug has it's own dedicated fuse sparing you from splicing in an in-line fuse (orange line).
[edit] whoops, you might need an inline fuse anyways, as the intermediary relay's 87A 87 load terminal isn't connected to the 5A fuse.
Perhaps follow the lead of others who have done underglow lighting. Relay, photo sensor, etc. If you got time post some pics of your own rendition.

On the contrary, you indeed can utilize the 5A fuse if wired like below, saving you the extra step of splicing in a fuse in the Led circuit. If you studied bosch relay diagrams you'd run across a few configurations where the same wire powers the 86 trigger terminal and the terminal 30. Wired like so the Leds wires will be connected to & protected by the 5A fuse, here. You must be comfortable though that the Leds won't exceed 5A.

as a retired LEO i can tell you that underglow lights used to be illegal in many states, make sure you check wherever you go with the local law. might save an unwanted ticket on a great trip.

Congratulations on your Valkyrie purchase.

As long as you are in that area I would clean up the terminals on the big starter relay.  I tried to find a thread that show some pictures, but I've run out of time of a meeting to go to.

Especially red and blue (cop color lights are a no no most everywhere, whether they stop you or not).

And if they flash, forget it.

I run all of my accent lights on a switch. Tourer is set up so engine bay rearwards glows green, while the Interstate has the Cerenkov look going on. When I build another Standard I may do it in either red or purple.

FWIW, none of the added illumination is visible from anywhere but the sides of the bikes. Just the standard white/yellow up front and red/white (license plate) in the back.

Given the fact that many of the rim-job cage drivers in Ohio (especially the Jeep crowd) are running red, green and blue headlight accent rings and rather bluish headlights it's surprising that more don't get pulled over - but I've never witnessed a lighting stop. Even from OHP, who are generally regarded as class-A pricks. None have ever hassled me about accessory lighting on my bikes, though it's shut off when on the open road.

Like some other things, the probably aren't allowed to stop someone just for that, but they WILL add it to the list if you piss them off.
