Many people can't handle stressful life threatening situations. I have no doubt if I ever have a heart attack or something, I'm a goner. My wife falls apart in those kind of situations. As much as I've explained that she can fall apart when it's over. It's just her nature, can't change it. But, what I find most baffling about the video is the First Lady cop taking the time to take her shoes off before jumping in to help the kid. WTF !

yes, just cut it (to 3', 4', 5' send someone for a scissors, knife or something)  but for a few minutes even at full length its better than nothing.

I'm not understanding this. Couldn't he breathe air in thru the hose and exhale thru his nose ? I do think this would have been a big waste of time though. Removing the kid from the drain would be task #1.

 Jersey Mike you brought me in on this conversation when you mentioned my name. Exactly right, however there would need to be a compressor forcing the air thru the hose, Good thought though.  
  Jeff, one only needs to get the air in if there was a compressor and exhale in the water,no need to exhale thru the hose, right?  ???

That kid is not going to understand that. Unless he is an experienced snorkeler he will just drink a lot of water trying that with no instruction. Yes you are technically right but it won’t be instictive for a scared drowning kid to deal with a hose under water.

Wait a minute here, I’m not saying that mouth to mouth was not the right thing to do here it clearly worked I’m happy someone knew how to do that. The hard part is trying keep up with mouth to mouth and get the leg unstuck at the same time. Luckily there were people there to pitch in.

I didn’t see the emergency shut off switch to cut the suction that would be a big help trying to get the foot unwedged.

Removing your shoes before swimming (a lot) in a lake to save someone is a good idea.

Doing it to save someone in a pool is just saving your shoes/boots.

If there was someone trustworthy there, I might hand him my wallet.

You want to complain about the time it took the other guy to put the baby in the float down too instead of just chucking it over his shoulder? Probably took about the same amount of time as the cops taking off their boots and belts.

Some folks handle it good, some don't, some jump right in, some step back and analyze for a few seconds, some take off screaming. My line of work I've seen about all the reactions.
The kid is expected to make a complete recovery with no deficits, but there is video leading up to this that shows that kid and a couple of friends getting the grate off of that intake. Stupid kids doing stupid stuff that got lucky.

I completely understand that. See my first statement about my wife. BUT....I EXPECT ALL COPS TO BE ABLE TO HANDLE STRESS.    As far as the kids removing the grate. I would expect it to be screwed on. My private home pool is. I see lawyers lining up.

When someone is stuck if you cant find the power source then grab any flat item (seat cushion, kevlar vest whatever) and lever and wedge it between the person and part of the drain.   It is also how you get a multiple inlet system to build suction at the top skimmer  Dont ask how I know this
