The aircraft are equipped with imaging equipment with specific limitations and monitors from the country being surveilled are onboard the flights to make certain the party complies with the parameters of the treaty. While not being a happy camper about this, it really shouldn't be that big of a deal.
Satellites can gather the same information. Not a real big deal. I'm just not that excited about seeing a red star on aircraft flying over.

more, really, cause the ground pounders aren't informed they're being watched...still I hoped some one down there dragged out inflatable dolls of aliens and twisted chunks of tin foil all over the place

In another life, the military unit I was assigned to moved special items from site to site. Was always done at very specific times, always covered and moved to/from sites with over head cover. I'll give you three guesses as to why and the first two don't count.

The really good stuff is located south of Area 51 in an area called simply S-4 and of course is hidden from any satellites. This has been discussed as far back as 1989 when Bob Lazar did interviews of what minor roll he had in back engineering of what he called Alien craft. Everything was compartmentalized and he was involved with the propulsion side. He indicated that the propulsion was achieved through gravity wave amplifiers and a reactor which housed I believe an unknown element to us in 1989 called ununpentium or element 115. We have since been able to produce extremely short lived isotopes of this element, but that is all I believe. Bob blew the lid off Area 51 with the help of award winning investigative journalist George Knapp of KLAS TV in Las Vegas. George is still there and does fill in host for two Sunday shows each month on Coast to Coast AM. I read recently that the “retired” F-117 Nighthawk has been out and flying again and has been safely tucked away at Area 51, so this flyover by Russia may not be coincidental.
No reason has been revealed as to why the F-117 has been out and about but is has been noted that “they’re not just blowing the dust off them”.
