The only other place where most of that is provided free of charge is in our family homes growing up, as children. 

The millennials seem to want Govt to take over when the parents give up on them.

Unfortunately, in that  Perfect Progressive Utopian Society you describe, just as in any society where you rely on "someone" to provide for you, your personal is still your responsibility, and no one else can guarantee, or maximize it as well as you can.  The prisons are full of weapons and I would venture to say that your chances of being assaulted are higher in prison, than they are in an armed society.  JMHO.
