The comment ended months of speculation over the fate of climate legislation in New York. Democratic lawmakers, who seized complete control of state government when they took over the state Senate last fall, had been pushing a bill called the "Climate and Community Protection Act." The bill would spend 40% of the state's clean energy revenues on energy efficiency measures and renewable installations in disadvantaged communities.

That drew repeated public objections from Cuomo, who said he wanted to ensure that environmental revenue was spent on environmental programs. Ultimately, the two sides settled on a compromise: At least 35% of revenues would go to disadvantaged communities. That funding could rise as high as 40%, which would amount to $370 million in fiscal 2018-19.

"It was a question of the distribution of the funding," Cuomo told WAMC. "I understand the politics on these issues. Everyone wants to make all these advocacy groups happy. Taxpayers' money is taxpayers' money. And if it's taxpayers' money for an environmental purpose, I want to make sure it's going to an environmental purpose.

"This transformation to a new green economy is very expensive. We don't have the luxury of using funding for political purposes."

$370 million!  Most will be wasted, and what's left will probably go to feel-good projects run by well connected cronies that do nothing for the environment.  They could probably help the environment more if they spent it all on road improvements.  Vehicles create less pollution when they are moving than when they sit idling in traffic jams.

I should have said that flowing traffic pollutes less per passenger mile than stop and go traffic.  The dem solution is for us to ditch our Valkyries, cars, and trucks and ride a train or bus.  Never mind that much of public transportation pollutes more per passenger mile because they ride around empty so much of the time.

correct and its worst than that. increasing a hwy from three lanes to four increases the pollution per square area since there are more vehicles now in that square area due to the increased lane. Actually had that said to me by a state epa official and said that was the policy they had to meet of the Fed epa. they are all insane with their #s on a spread sheet.

That's a critical point.  Public transportation rarely goes from where you are, to where you want to be.

Years ago I read a great op-ed about personal transportation.  This guy was in college and had an old beater of a car.  Out on a date, his girlfriend pointed to a new Mercedes next to them at a stop light.  "Isn't he lucky", she said.  He responded "what's the big deal?  I can go ANYWHERE he can go!"

He made a great point.  Personal transportation allows us to travel hundreds of miles to any place we want on a whim.  We don't need to buy a ticket or get permission from the government.  We should never take this freedom for granted.

Not all NYS voters got what they wanted or what they voted for.  The wrong guys [ or gals] just happened to win the vote which has been happening for too long. Upstate NY is mostly conservative.  My opinion is that this legislation is a joke, just as NYS politics has become.

NYS stopped gas drilling years ago and refuses to allow it to resume.  Natural gas is the cleanest burning fossil fuel and we have a lot of it. Anyone burning it prefers it especially the large trucking companies that have converted their fleets.

To show just how crazy NYS has become, illegals are now allowed drivers licenses. They already receive welfare benefits and will probably soon receive free college tuition.

I doubt I'll be resident much more than a couple more years.

Yep,  pretty interesting spring and early summer thus far.   32° predicted here for tomorrow night,  30° Sunday night.  And we just replanted the flowers.    Undecided

A solar maximum is the period within the 11-year solar cycle of high solar magnetic field and high sunspot count. Sunspots are highly magnetic and visually dark spots or ‘holes’ in the photosphere of the sun, where solar flares can erupt.

A solar minimum is the low activity trough of the 11-year solar cycle (Schwabe Cycle). A Grand Solar Minimum is a period of several successive very low Schwabe Cycles, usually coinciding with phases of climate disruption and – in the long run -cooling. An example is the Maunder Minimum (c. 1645 and 1715) that coincided with the coldest phase of the Little Ice Age. The Little Ice Age, from which we have been emerging since c. 1850, was the coldest period of at least the last 8,000 years, possibly the entire Holocene. Grand Solar Minima recur in clusters roughly every 200-400 years. 27 Grand Minima have been identified during the Holocene (Usoskin et al. 2007). Thus, we were in Grand Solar Minimum about 1/6 of the total time.


2       Solar Minimum

During a solar minimum – and particularly – in a Grand Solar Minimum, more cosmic rays enter Earth’s atmosphere. Here, these high velocity particles (mostly protons) collide with atmospheric atoms and dissociate in a cascading mode into smaller subatomic particles. These particles act as cloud nuclei by ionization and propagate low level cloud formation. Some particles may reach the Earth’s surface and even penetrate it. In this way, more cosmic rays accelerate storm formation, erratic rainfall, snowstorms, hail, local flooding, and in the long run – global cooling. (Fig. 2).

We add to this:  Earthquakes, volcanoes, lightning, and other electric events and an enhanced risk for a solar flare that can disrupt our power grid.

The NWS website reports a location North of Kremmling received over 13 inches of snow from the storm.  Two other locations reported about 10 inches.  I've lived in Colorado for 50+ years and have never seen that much snow in late June.

Then in Section 6, "Substitutes for the Functions of War," Doe, writing for the Special Study Group, goes on to outline the economic necessities which must be applied:

    "Economic surrogates for war must meet two principal criteria. They must be 'wasteful,' in the common sense of the word, and they must operate outside the normal supply-demand system. A corollary that should be obvious is that the magnitude of the waste must be sufficient to meet the needs of a particular society. An economy as advanced and complex as our own requires the planned average destruction of not less than 10% of gross national product..."

Please read this incredible revelation a second, and maybe even a third, time. For this admission will help you understand Lewin's following comment and 40-plus years of history." ...[It explains, or certainly appears to explain, aspects of American policy otherwise incomprehensible by the ordinary standards of common sense."]

After exploring a whole range of "substitute" possibilities, such as a war on poverty, space research, even "the credibility of an out-of- our-world invasion threat," the Special Study Group reports and Doe recites." It may be, for instance, that gross pollution of the environment can eventually replace the possibility of mass destruction by nuclear weapons as the principal apparent threat to the survival of the species. Poisoning of the air, and of the principal sources of food and water supply, is already well advanced, and at first glance would seem promising in this respect; it constitutes a threat that can be dealt with only through social organization and political power. But from present indications it will be a generation to a generation- and-a-half before environmental pollution, however severe, will be sufficiently menacing, on a global scale, to offer a possible basis for a solution."

I hope you didn't skim over the preceding paragraph. It explains, with almost unbelievable boldness, that environmental concerns were an almost perfect replacement for war, but it would take a generation or a generation-and-a-half (that is, 20 to 30 years) to bring this about. Remember, we are talking about a report circa 1967.

The time frame is now complete, as evidenced by an article in the March 20, 1990, Seattle Post-Intelligencer. The front-page headline says, "Pollution a 'ticking time bomb,' conference warned." Datelined Vancouver, B.C., the lead paragraph read, "Environmental destruction is a 'ticking time bomb' that poses a 'more absolute' threat to human survival than nuclear annihilation during the Cold War, former Norwegian Prime Minister Gro Harlem Brundtland told an international environment conference here."
