Having trouble with wheel dust seal

Need help with a problem.  I am having difficulty getting a dust seal in the left side (speedo side) of the front wheel of my 1999 Interstate.  I completely deformed the one that I had and am now waiting on 2 more to arrive.  I had my wheels powder coated and am in the process of putting her back together.  All other bearing and seals went right in except this one.  Any tips or suggestions?

If powder coat is in the seal area, wet sanding might be a solution.

Bearings are already pressed in, ok to wet sand or will crap get in bearing?

Have you tried putting the seal in a freezer to shrink it slightly?
