This case represents another step in the fight to construct alternative drug policies that allow (Mexico) to redirect its security efforts....  We have spent years working for a more secure, just and peaceful Mexico

So making it legal will defang the cartels (and their armies)?

Will Mexico take over production and distribution of cocaine?

Will Mexico then ensure it is never distributed beyond it's borders?

One would think the cartels would take exception to such plans, violently.

Maybe not, if they only legalize two users at a time.
