Hello,so quick wuestion,if bike running rich,there is an air jet screw adjust on the carbs?And I suspect that the service manual addresses this appropriately?

There is a D-shaped pilot mixture screw on the underside of the carbs, which adjusts the amount of fuel at idle, and a little above. Yes, it is addressed in the service manual.

Also I think most Valks run a tad on the rich side.

   Yes, it seems Valks are on the rich side at idle in order to be where they need to be in the higher rpm ranges, pulling power.   
   After adjusting and synching my carbs, it makes me wonder how they were set at the factory.   I wonder if they might have just put a stop in each carb, and adjusted the synching screws to just begin to pull off the stop?     I find it hard to imagine that they followed the book procedure;  way too slow and costly, it seems to me.      And how they set the mixture would be interesting to find out.

They probably tuned the carbs the same way Carter did theirs for autos - on a flow bench. I really doubt they did any adjustments after the engine was complete.
