When you say exhaust cover, do you mean the little tip?

If not, you is a takin off the wrong piece...  The short tip is what ya want off......

Should be a couple of bolts in the tip, put a lot of skunk pee on em, let em set, spray em about 6 or 7 more times and then use a good socket and ratchet, pull slowly and evenly.     The are little buys, and should pop loose after treatment..    We use WD-40 and Liquid Wrench and another one I can't think of the name.       It is just a good Penetrating Oil.

I know that some will disagree but I regret "cutting the piggies".  It makes for an irritating, if not harmful, drone at cruising speed.  The sound is similar to when you have the back windows open on a newer car-that sound.
If you ALWAYS wear ear protection, it may not concern you but if not, you may want to ride someone elses if possible to see if it's right for you.
It does have a nice exhaust note stock as well.

I cut all three "piggies" off flush on both isdes, .  I'd describe the "new" sound this way.  NOT good at idle or up to about 1500 RPMs.  It sounds more like there is a couple of holes in the exhaust system. However, once the RPM's pass over 2100 , it actually starts soundin' pretty good.  Especially if it's WOT.  I didn't find the small increase in sound at highway speeds (about 70) to be objectionable.  In fact, I could hear enough of the engine sound to know that all was runnin' well.  That's how it is for me.

I had to cut the piggies on my I/S when I put a standard exhaust on the right side.  I bought it with three dinged up exhaust manifolds.  By the time I put truck stacks on it, I gladly brazed copper pipe extensions back on the mufflers.  Now I can hear the tunes 100% better...JTL   ;D
