Ledany, Paris Question

I visited the Arc de Triomphe in 09. Someone mentioned on FB that it is closed and the underground route is as well.  Is this true?

Nope, it is open !

Now the cafés and restaurants are open (inside and outside) people are sitting outside sipping and talking and laughing you can hardly walk by, it's as if nothing ever happened, the weather is fine, c'est la vie ! la vraie vie !
