Memphis Shades Windshield Replacement Help/Question

Hi, I've had the widshield for many years and just bought a replacement windshield, did not need the hardware. When I removed the metal brackets is that double sided automotive tape that's behind them to hold the brackets close to the windshield, along with the bolts?

I carefully pulled the brackets away from the old windshield and there is some type of adhesion that was used

If I remember correctly it is just a rubber gasket. Probably got sticky with heat and age.
