Keeper for Battery Cable and Coolant Overflow Tube

I replaced my alternator and moved the negative battery cable and coolant reservoir overflow tube out of the way for more room. They are are in a keeper (holder) that obviously should be mounted somewhere.  But I cannot see where it should be mounted. HELP please. (And yes, this could be cleaner).

Feel around. It's going to be just a stud about the size of a large screw head

The stud is 180 degrees from the bolt that secures the center panel on that big fat down tube

But I would get my hand really dirty. You, on the other hand, would not.
