Installing Tail Light

I am putting my standard and I can't remember how the rubber grommets go.  Does part  of the grommet go through the fender on both sides.  And what about the rubber boot that fits behind the tail light.

Pics below, self explanatory. The left and right grommets have shoulder washers that go in from the inside of the fender.
