I believe that this is merely a bid process for equipment purchases that goes on day in and day out at any government level.

I think what I'm most surprised about is their requirement for a 14" barrel... you know, the kind you have hidden under your bed so if and when someone decides to rob your house, you can cover the whole room with one shot...
