New descovery

So in front of the battery found a steel cable with loops at ends sitting vertical in what seams to be a sleeve made for it. What is that for and is it standard or some previous owner store it there.

Believe it or not, it's helmet lock. Put it through the D ring on the helmet and then put both loops on that silly hook looking thing. When you lock the seat down the helmet will be "secure"
