Correct Procedure for Refilling Damping Rod and Fork Tube?

When rebuilding the right front fork on a standard the Honda manual, on page 13-23, points out the following:

1) Add recommended fork fluid into the damper rod until the fluid flows out the damper rod end.

2) Pour the half amount of the recommended fork fluid into the fork leg.

My question:
This information appears after the detail associated with re-installing and torquing the damper rod within the fork tube, but it would stand to reason the rod must filled prior to the re-installation since there is no way to fill it once installed.

Adding to my confusion is information I received from another source which stated that the oil was to be added to the fork tube (not the damper) and the damper was then to be pumped multiple times in order to see that oil was pulled into the rod.

I'd sure appreciate it if someone could clear this up for me?

I don't think you should worry about it... just give that beautiful Valk to me and I will take care of it for ya.  Nice color combo (Steeler colors).

Anyhow....  I rebuilt my forks (Progressive springs, seals, sliders, bushings etc) and I filled the fork tube and pumped the damper rod to suck the fluid in fill it.  I made sure there was no air bubbles and followed the instructions in the Honda Service manual.   I had the fork tubes off and measured the fluid in the level in the forks.  Works fine.

Actually I am in the process of replacing my seals today also. The book is confusing.

I found this while searching for the correct oil level with Progressive springs.

It is my understanding that everything goes back together then you fill with oil while still on the bench so you can hold the tube vertical and measure. Remember it has to be fully compressed.
