Does anyone recognize these bags and brackets?

These bags and brackets were on my 98 Valk when I brought it home 2 weeks ago.  What can you tell me about the bags?  They are throw over, and not detachable from the yoke.  What would these bags sell for used?  If almost nothing, don't worry, I won't get my feelings hurt.  If I replaced them with other throw overs, the brackets should work with the new bags, I assume???

Had anyone come up with an easy and nice looking way to lock these?  I'm not expecting Fort Knox, but a little deterrent can go a long way sometimes.  I like to carry tools, compressor, sometimes a GPS....  I've seen the bag locks where you add a channel to the lid, and a lock in front and drop down a rod to lock it.  But I hate to spend that kind of money on old bags.  I'm thinking I could stiffen the top flap with some thin plywood, and attach a small hasp and padlock that would likely hide under the flap in front.  But it's still in the nebulous stages of my gray matter.

the mounts are factory. probably they let the originals rot out so they replaced them with the w&m bags

    Or since you already have the factory mounts I could sell you a set of Hondaline leather bags for a good price. Let me know if your interested and I can shoot you some pics.
