Sounds like ya got 2 wires reversed.

Ya is hot all the time to the light, and it has found a ground.

Have checked everything that I can think of 2 & 3 times... Can't find anything worng....

The other side of the light is battery, so the green/blue wire must be grounded somewhere going to the sensor, would be my guess.  It has to have ground on that wire to light the lamp.

Not sure if this might help but I had a similar issue. This past summer I installed an I/S fairing on my '98 STD. I had to swap in the I/S wiring harness. A bit of work. I ran into the same issue with my temp light. I did some reading in the shop manual.

The I/S uses a different sensor.

The STD/Tour used this sensor up till '99 when the I/S came out. I think that but not 100 percent sure.

The older sensor also used a relay under the left side cover. Since I was using an I/S harness I didn't have the relay and my light was on all the time. I swapped in the I/S sensor up by the thermostat and it corrected the issue.

Note the the sub-harness to these sensors is different. The sub-harness plugs into the main harness. The older and newer sensor have different type connections on them. I just changed the end on my sub-harness. Maybe you got the sub-harness with you replacement engine and it has the older sensor on it. If you still have the I/S engine grab the sub-harness and sensor and see if thaat fixes the problem. The service manual says to ground the lead to the sensor as a test. The light should stay on for 2 seconds and go out. If that test passes you have a sensor issue and maybe the issue I described above.
