Double trailers??

I saw this on Killboy. Is this legal, safe, what was he thinking?? I have a doubles trailer endorsement on my CDL, and you always put the heavier trailer in the front.

With the V-Twinkie he is riding, I doubt very much if he can get up enough speed to get in trouble, however, he probaly has his hands full trying to stop that rig..........
