i am wanting to install a 205-65 Falken Ziex 512, will i have any trouble with the tire rubbing with 12.5" 440 progressive shocks
the fender bolts are already cut and nut cages removed from running a 205-60 before

Have you checked to see if you have any evidence of rubbing with your 60 series tire? If you do, you'll have more with the 65. I run a 65 with I/S shocks on my 97 Tourer and have only had a problem with someone on the back and I forgot to adjust the shocks beforehand.

205/65 Michelin HydroEdge & I had to do the nutcage mod. It is very close to the swingarm as well, not touching but close.
28 psi on a 1999 Standard with bags added & stock shocks.

the bike is a solo rider, but my concern is with the 12.5 shocks,
never any problems with a 205-60 GYTT

Your shorter shocks were the reason I said to check for rubbing. If there's not any signs you might be ok with a 65.
