Will a '97 rear wheel from a tourer work on a '99 Interstate?

Yes, but you will have to us a washer/shim between the caliper bracket and the spacer.
I will try to get a pic
here ya go, I know, its a little dirty.... :-[

if you have a 97 wheel use 97 brake rotors and everything will be fine
