#10 Vacuum Hose?

I just changed my air fillter and was in the process of re-installing the tank and notice the #10 vacuum hose was not connected and I did not remember disconnecting it.  Looking at my Honda clymer manual, it states that this hose is for California Valks only.  My question, I'm not in California and is it just there for that reason to be left not connected?
