Broken grab rail stud

I have a 1999 Valk IS. Just discovered the front left grabrail stud is broken. Although it doesn't look welded like the rear studs, I suspect it is. I figure my only two choices are to drill out the wasted stud or replace the grab rail. Does anyone have any suggestions for either route, like where I can get some used grabrails or sharing your experience tips/suggestions on drilling out the stud?

Are you referring to an Interstate?
If so, are you talking about the fender rails which have fixed studs for the trunk mount brackets?

I broke [over torqued] my right-rear off flush with the outside face of the trunk bracket a few years ago. So it's still supportive.
I don't carry a lot of weight in there & its been no trouble yet. But, if I was loaded up & had cargo strapped to a trunk rack I would certainly drill mine out and replace with a stainless carriage bolt if they come small enough, or just a SS bolt to match my saved O.E. acorn nut. Ace is the place...
I believe there would be room to get a small box wrench in behind there since the stud would no longer be fixed in place.

Yes that is exactly what I was referring to. there is a stub of a rusty twisted off bolt still exposed that I suppose provides support, but it just looks like crap, so I'm wanting to do something about it.
