Alternate passenger footpeg mounting hole?

Is this an alternate passenger footpeg mounting hole just to the rear and lower than where the footpeg is mounted?

There is a blind nut behind the hole that you can see in the photo...

I think that you will find it is for hard bag rails as it is too small for the rear pegs.
