Yes it is a scam.

A buddy followed up on the ad with email exchange with the seller.

Get this the $2800 even includes shipping to your location.
So no inspection - pay you money and take your chances on delivery.

Seller supposedly works on a cruse ship and so cannot arrange for inspection.
