this was discussed a few years ago.
magazines articles stated I/S had additional gussets at the steering head and one other place. a few members who have both bikes checked and did not see any additional gussets. I tend to remember that one of the engine mounts is different for the I/S.

The frame is composed of many parts.

What part are you referring to?

I think there is no difference in the parts and the same parts are shared by all models.

The I/S does have rubber in two of the engine/frame mounts.
The Standard and Tourer have solid mounts at that interface.

I was a partner in a Honda dealership when the I/S came out and I remember what Honda's technical rep told me about the I/S frame. The I/S frame was based on one originally developed for a Valkyrie based police bike Honda developed for sale. Like H-D, Guzzi. and Kawasaki police bikes, the frame was built from thicker walled tubing in certain areas using heavier and/or additional gussets in order to support the additional weight of police equipment and survive the rigors of being ridden hard while carrying the additional weight.

I first saw the I/S in '99 when they first came out and have wanted on ever since, finally buying mine last fall when I found one that was to my liking at a time when my wife said she would like to ride on a chauffeur driven motorized arm chair (her words, not mine).
