You can lead a horse to water, but you can't make him learn Algebra.  They have to want to learn.  Until the government stops supporting those that threw away their chance to better them selves and obtain something no one can take away, they have no incentive to better themselves.

New shoes only last so long, and at their age, they will probably out grow them.

But that's what that segment of society places it's importance on.
