Came across this puppy on EBay, is advertised for a 1999 Interstate.

I would like to say yes but to be sure go to the H D L website and cross reference the 2 filter #s in question. Look up a 99 I/S and your 03 standard. If your #s match yer good to go. RIDE SAFE.

Yes it will.  I use them all the time.  They are chrome and have the safety wire holes in the 17mm nut on the front.  Not that I have ever used those holes, but they are there.

Yes!  Except for a couple tweaks in the carbs and timing it's the same engine in all the Valks.

Their claim of a "high flow" filter media is just like their air filters. Bigger pores mean worse filtering. Get the Purolator Pure One filter (PL14610) and don't worry about grit running through your engine.
