It doesn't have the handlebar controls for an Interstate either.  And the fairing is off.

Ride fast and take chances... uh, I mean... ride safe folks.

If it was a couple hours drive time closer to me I'd go look at it.
Be curious how much of the fairing is working (radio, indicators), I see the speed sensor is mounted.
I remember seeing this on CL 6 or 7 months ago. It's what I pictured doing to my 97 Tourer

The throttle cables come out from the bottom, that's like an Interstate...

I don't really know what else to look for, never ridden an Interstate...

On the I/S near the left hand grip is a hard to miss box with switches for the radio(s) and other stuff. When i say hard to miss-if you ever see one you won't forget it. Close enough to left grip to activate switches with left thumb. RIDE SAFE.
