Flag pole holder for multiple flags for parades and such maybe? PGR comes to mind?

That is Doc, the Wing Doctor down in FL.  He does many parades.  Believe the flag mounts all go a trailer hitch.

Sadly that bike is almost a total, he had an accident last June, 30 mph, kissed a curb and flipped it. Had his daughter on the back, she came out ok, but he did not. Had a shorty helmet, with the chin strap not fastened , and split his skull on a curb, he still can barley walk, going to be quite a while before he will be riding .

I have seen many picures of that bike posted over the years, without the flag holder. It is one of the best looking maroon/cream tourers I have seen.

I should say it was the best looking....sorry to hear about this mishap,  I hope he wll get better.

I did'nt know that when I posted the picture I was surfin' around and typed " Honda Valkyrie " in Photobucket and saw this. Sorry to hear about the accident .
