What kind of highway pegs do we have here?

I am gradually getting to know my new used Valk. One highway peg was loose so I removed both because I could not figure out how to tighten this pivot mechanism. Note that the allen bolts is that they are 3/16 not metric, making me wonder if someone mounted a Harley part on the transverse part of my Valk crash bar.

Can anyone tell me what make this is and how to tighten spline-type pivot point?

Those are Kuryakyn 4050's. I have a set on each of my Valks (3).

I am not sure what pivot points you are talking about trying to tighten, as there are about 4 or 5 pivot points on those and each are different. Let me know which one you are talking about and I can try to help.
