don't laugh, some of these 400-650cc scoots can outrun a lot of cycles with a bigger engine.

I know my 250cc scoot can pass HD's all day long as long as they keep under 70 mph.  ;D
Personally, I have done that a few times them going 55 mph me passing going 65 mph.

Off the line and in town,  most 50cc scoots can keep up relatively easy under say 35 mph. 

However riding double, unless a tiny person on back under 100lbs.,  on any 250cc scooter on down is not safe as far as I am concerned they are not made to carry over 350lbs. total weight and the last time I checked most of us are over 200lbs.
