IRS warns of possible shutdown By Rachael Bade | 12/18/14 3:30 PM EST | Updated 12/18/14 6:38 PM EST The IRS is considering its own temporary shutdown due to recent budget cuts enacted by Congress, its chief said Thursday. IRS Commissioner John Koskinen said furloughs — forced unpaid days off for employees as part of an IRS closure — is one idea reluctantly being tossed about to save money, though they are hoping they will not have to go there. Story Continued Below . . “People call it furloughs; I view it as: Are we going to have to shut the place down? And at this point, that will be the last thing we do, … but there is no way we can say right now that that wont happen,” Koskinen told reporters at a Thursday press conference on the upcoming tax season. “Again, I would stress that would be the last option.” (Also on POLITICO: IRS to freeze hiring, cut enforcement) He said a shutdown would mean the IRS would “close the agency for a day, two days, whatever days it would take to close the gap that we can’t otherwise close in a reasonable way.” The agency estimates each closed day would save $29 million.The agency estimates each closed day would save $29 million. The news comes a day after Koskinen in an email warned IRS employees that overtime would be suspended and a hiring freeze enacted. He also said more tough news would likely follow as IRS leadership negotiates with the National Treasury Employees Union, particularly because personnel costs comprise about 75 percent of the IRS costs. In the recent budget deal, Congress cut the IRS budget by $346 million to $10.9 billion — $1.5 billion less than the administration asked for. The IRS’ budget has been reduced about $1 billion since 2010. The IRS will be implementing Obamacare tax credits and penalties for the first time as well as a new tax evasion law. But Koskinen said his current budget challenge is made worse by a mandated one percent federal employee increase it must abide by. “It’s not just the $350 million cut in the budget; it’s the fact that we have $250 million in new expenses for a government-wide pay raise. … So we really have a $600 million hole this year,” he said. Koskinen took over the agency after it faced big criticism following the controversy over added scrutiny given totea party groups seeking tax-exempt status. Republicans, never a fan of the IRS, have sought to cut its budget further ever since. They’ve also been critical of the IRS paying out bonuses this year, and still mention lavish conferences the IRS hosted several years back. Since then, the IRS has cut its training budget by more than 85 percent, according to the National Taxpayer Advocate, which is anticipating more trouble due to budget cuts. Shut them down permanently. I'm sure Ill take flack over this one because it's people's jobs but....
As someone in quite possibly the worst tax bracket imaginable, that would be a dream come true.

Maybe not the most evil entity in history. I think the SS coould be in first place. Then we've got the Khmer Rouge, ISIS, world war II Japanese, and a few others back in time. Fair Tax wants to introduce a national retail sales tax 23% on all new goods and services. This sounds very much like VAT in the UK. That spawned a Govt department with inspectors with more power than the police.  Be vewy, vewy careful what you wish for.

Actually eliminate the Federal Reserve and there is no reason to have the Irs. Its not the institutions that are only bad its the corruption and deception that created these agencies that is still there directing the path of the US that is the real problem. I'd rather be taxed on things I buy than on money I earn..........
AND, it's only taxed on NEW goods...NOT used.

I love the idea of the Fair Tax, but could only really get behind it if it were coupled with a constitutional amendment forbidding all other taxes; otherwise they'd just start adding lots of little "temporary" taxes back on until we're right back where we are today, but with the Fair Tax on top of it all...

I always thought that the best way to keep costs down for the IRS or Revenue Canada is to just charge a single percentage across the board.
I would say that the first $30k would be tax free and everything after that would be taxed at 20%, it would make things so much simpler. Also, those that don't make much money would be able to keep more of their pay. By the way, that would include spending accounts as well. This way, if an executive only pays himself a dollar but puts all of his 'expenses' on his expenses account, they would have to pay tax on that as well. There would be not tax deductions what so ever. We have those here in Canada that make hundreds of thousands to millions of dollars a year but pay little to no taxes because of the loopholes. These people should be made to pay their fair share. I am sure this has been thought of before but of course gov't would never want to simplify anything because then the lay person would understand the workings too much.

BINGO. Just like thye've done in the European Union. UK started at 17% I believe it's now up to 20% plus the other taxes.

Wow, this is my first post in a while I didn't get my azz handed to me by the VRCC elite! Maybe theres hope for me ,  My view there should be no tax . The country was set up that all the bills ( not this welfare state entitlement freeforall) were more than covered by corp. tax and tax on imports . We know how that went-- the politicains were bot off by the corp's and they now offshore, have free trade zones and tax writeoffs. Apple has like 100 billions $$ in bank accounts offshore. You meet the friendliest people on a Honda , MERRY CHRISTMAS - W In otherwords the system is so corrupt and TOAST its beyond recoverable . Im pretty bitter.

New stats . Family Dollar went from 6,500 stores in 2008 to over 8,000 today (a 23 percent growth rate). This rate of growth is quickly outpacing population growth suggesting that there is now a new core audience of shoppers looking for rock bottom deals. We have over 46 million Americans receiving food stamps each month. That is an enormous group and the so-called stock market recovery has done very little to alleviate this.
Dollar stores have also undergone a radical shift over the last decade. Usually a place to move low priced items that did poorly in other larger outlets, dollar stores now have producers creating items directly for their audience. You also have a massive number of revenues coming in from food sales suggesting the shift from “want” spending to “need” based spending. This is rather telling. It is good news to know that many families are being supported with enough to feed their families each month. However, it is also scary to think that 46 million Americans would be close to starving if food stamp assistance was not available.
Why is there such a demand for food assistance and dollar stores? Part of this is coming from the destruction of the middle class and the rise of low wage economics in the U.S. A large part of the job growth since the Great Recession has come from the low wage service sector. And dollar stores are outperforming the overall stock market.

that wont work because they will not report their income truthfully,, everything you purchase should have a 20% tax on it, everything, that way everybody pays the tax,,the US would be out of debt in 3 years,,
