The fenders can come and go with the wheels installed no problem....you don't have to remove your wheels.
I've had all of my tins off the bike before.
The rear fender comes apart in two pieces. It's not hard to do, just take your time. You don't have to remove both of the chrome fender rails either....but I did remove one of them to make things a little easier to get the front section of the rear fender back in there.
The hardest part for me was getting the battery box lined back up and bolted to the front section of the rear fender again....but it wasn't that hard to do really.
The front fender isn't hard to remove and reinstall either. To take it off and on with the front wheel still there, all you have to do is squeeze the sides of it a tad while taking it off and on. Easy peasy.

After you paint it, you might want to put some of that blue painters tape on the sides of the fender to prevent any accidental scratches while you put it back on....and don't forget to squeeze it again while putting it back on.
