So in the article it says 2 1.5 liter Triumph Rocket III engines . Is this a typo or did they make the engines smaller for this land speed contraption? ???

Smaller. Well then it would stand to reason and question why they have called this a Rocket III ?

Smaller. Well then it would stand to reason and question why they have called this a Rocket III ? From the comments section Rocket 3 engines have been destroked to meet the requirements of the class which limits displacement to 3000cc's.

So the engine itself is the same dimensions... Just shorter throw on the crank shaft.
